A repair quote should distinguish work to the visible surface from investigation and reconstruction below it.

Settlement, ruts and uneven blocks

Have the retained and repaired areas recorded so a localised warranty is not mistaken for assurance about the entire old installation. A larger reconstruction quote can be compared separately, with access and disruption included. The reason for either approach should be stated in terms of actual findings.
If drainage or an asset owned by another organisation remains unresolved, identify it clearly in the handover.
